Liaoning Province Digital Technology Engineer Training Project Officially Launched

On October 25, the inaugural digital technology engineer training program focused on artificial intelligence officially commenced in Liaoning Province, signaling the launch of the region’s efforts to cultivate digital technology engineers.

The training program aims to leverage digital talent’s foundational role in supporting the development of the digital economy. As part of a national initiative in April 2023, multiple government agencies, including the Ministry of Human Resources and Social Security, outlined an action plan (2024-2026) to enhance digital talent cultivation, ensuring a robust integration of the digital economy with traditional industries. The plan emphasizes the need to develop a high-quality digital talent workforce over the next three years, addressing both the digital economy’s requirements and the evolving landscape of digital technology.

This project serves as a primary task to strengthen the autonomous development of digital technology talent and bolster the workforce of digital technology engineers. The Liaoning Provincial Department of Human Resources and Social Security has rolled out a comprehensive implementation plan, targeting key areas such as artificial intelligence, the Internet of Things, big data, cloud computing, digital management, smart manufacturing, industrial internet, virtual reality, blockchain, and integrated circuits. The goal is to train approximately 3,000 digital technology professionals annually, ultimately aiming to reach a total of 20,000 by 2030.

The training program is designed for various professionals already working in or aspiring to enter the digital economy, as well as full-time students in their final year at universities. Certified institutions included in the national training framework will conduct the courses, adhering to national occupational standards and utilizing a blended learning approach—combining online and offline methods. Participants who successfully complete the program will receive a nationally recognized certificate. Those meeting specific criteria may pursue evaluations for relevant professional technical qualifications.

The artificial intelligence training program was launched as a concrete step to support the digital economy development initiative and the digital technology engineer cultivation project. The curriculum aligns with national standards for AI engineering professionals and includes specialized classes on AI platform demand analysis, machine learning, AI safety, deep learning, and typical applications of AI products. The program employs diverse teaching methodologies, integrating theoretical knowledge with practical experience.

Furthermore, the Liaoning Provincial Department of Human Resources and Social Security is enhancing policy support for the cultivation of digital technology engineers. Participants in the training will have their hours credited towards continuing education for professional technical personnel. Those earning intermediate or entry-level technical certificates will be recognized in the provincial qualifications system, while those achieving advanced certificates may find their credentials beneficial for senior professional title evaluations, ensuring comprehensive support for the development of digital talent.
